The Alliance
for Downtown New York in cooperation with Community Board #1
commissioned an East River Waterfront Plan for the area extending
south from the arches of the Brooklyn Bridge to Battery Park
City. Ken Greenberg jointly led an urban design team with
Marilyn Taylor of SOM to produce an overall vision for this area
which took into account the increased focus on the Lower Manhattan
waterfront generally, the many initiatives underway in the study
area, the impending re-location of the Fulton Fish Market and the
community need for high quality open space on the water. The plan
produced a consensus vision for what this area can be - its
role and form, uses and activities. It illustrated the evolving
context including the impact of other public initiatives and private
development patterns, identifying strategic opportunities to create
a new public realm of links to the River, places along the River,
and links beyond the site area. Included in the plan were new
approaches to transportation emphasizing the importance of
waterborne access, improved public transit, walking, and
cycling.
